Sir,

The Marquess of Lansdowne to Sir E. Satow.

I HAVE received your despatch No. 419 of the 11th December last, inclosing copies of correspondence which passed between you and the Chinese Government on the subject of the proceedings of the Fukien authorities, in support of the scheme to establish a camphor monopoly in that province, and the arrest of Messrs.
